This award of tenure is in recognition of his pioneering contributions to the field of forensic data analysis which have brought recognition to himself and to NPS.  He has been extraordinarily successful at raising sponsored research funds from several defense organizations as well as the National Science Foundation.  His research has been directly applied in support of operational missions worldwide as well as within the country. The new courses he has created in Data Fusion, Automated Document and Media Exploitation, and Information Crime are of growing importance to our Defense Department and NPS.

This award of tenure is in recognition of his pioneering new textbook, Design of Enterprise Systems: Theory, Architecture, & Methods, and contributions to the field of enterprise systems architecting and design which have brought recognition to himself and to NPS.  He has been successful at expanding the scope of resources for research funding based on his successful award of grants from the National Science Foundation and from his deep knowledge of enterprise systems research in support of the Space and Naval Warfare Systems Command Information Dominance systems engineering transformation. His teaching has been outstanding, with several awards for best instructor in systems engineering.  His professional service in his role as an Associate Editor for the Journal of Enterprise Transformation and to the Consortium for Systems Engineering Research conference has been exemplary.

This accomplishment and contribution to the science of meteorology have resulted in a high degree of success in obtaining research funding that helps support the mission of NPS. His teaching has been outstanding, as he has successfully re-energized the teaching of dynamics and instilled excitement for students to learn ensemble modeling.

His teaching has been outstanding, as evidenced by finishing in the top 5% in the voting for the Schieffelin award in 2011, and achieving SOF scores consistently above the norms for teaching in GSEAS. His international reputation has been recognized through appointments as a Fellow of the Russian Academy of Sciences of Aviation and Aeronautics, an Associate Fellow of the American Institute of Aeronautics and Astronautics (AIAA), and as a Deputy Director of the AIAA Region VI (West) for Education. His service as a member of the Editorial Board of the AIAA Progress in Astronautics and Aeronautics book series has been exemplary.

His sponsored research program is impressive.  His teaching has been truly outstanding in quality and importance for the Department of Defense.  For instance, making sophisticated optimization tools accessible through Excel and VBA is changing how the Navy does its analysis.  He is to be commended on his work on scheduling intra-theater airlift in Iraq and Afghanistan, which has saved lives.

His contributions as a thesis supervisor and his diligence in departmental service are appreciated by his students and colleagues.
