Subj: PROMOTION AND TENURE ACTIONS FOR ACADEMIC YEAR 2012

1. It is a pleasure to announce the following promotion and tenure actions for AY 2012. Included with each name are comments indicating the areas of accomplishments and leadership that were significant in the candidacy of these individuals.

2. AWARD OF TENURE

Garfinkel, Simson, CS

This award of tenure is in recognition of his pioneering contributions to the field of forensic data analysis which have brought recognition to himself and to NPS. He has been extraordinarily successful at raising sponsored research funds from several defense organizations as well as the National Science Foundation. His research has been directly applied in support of operational missions worldwide as well as within the country. The new courses he has created in Data Fusion, Automated Document and Media Exploitation, and Information Crime are of growing importance to our Defense Department and NPS.

Giachetti, Ronald, SE

This award of tenure is in recognition of his pioneering new textbook, Design of Enterprise Systems: Theory, Architecture, & Methods, and contributions to the field of enterprise systems architecting and design which have brought recognition to himself and to NPS. He has been successful at expanding the scope of resources for research funding based on his successful award of grants from the National Science Foundation and from his deep knowledge of enterprise systems research in support of the Space and Naval Warfare Systems Command Information Dominance systems engineering transformation. His teaching has been outstanding, with several awards for best instructor in systems engineering. His professional service in his role as an Associate Editor for the Journal of Enterprise Transformation and to the Consortium for Systems Engineering Research conference has been exemplary.

Hacker, Joshua, MR

This award of tenure is in recognition of his contributions to numerical modeling and ensemble prediction to study a variety of difficult weather prediction problems which are highly regarded and have brought recognition to himself and NPS. This accomplishment and contribution to the science of meteorology have resulted in a high degree of success in obtaining research funding that helps support the mission of NPS. His teaching has been outstanding, as he has successfully re-energized the teaching of dynamics and instilled excitement for students to learn ensemble modeling.

Shattuck, Nita Lewis, OR

This award of tenure is in recognition of the quality and Department of Defense relevance of her academic contributions to Human Systems Integration, particularly in the areas of fatigue and sleep research. She also created a first-of-its-kind curriculum in Human Systems Integration. Finally, her service on high-level boards for the Department of Defense and the National Research Council has been important to those boards and also to NPS.

Yakimenko, Oleg, SE

This award of tenure is in recognition of his publication record, to include 78 journal papers, 127 conference publications, and numerous books, including Engineering Computations and Modeling in MATLAB/Simulink which have brought recognition to himself and to NPS. His teaching has been outstanding, as evidenced by finishing in the top 5% in the voting for the Schieffelin award in 2011, and achieving SOF scores consistently above the norms for teaching in GSEAS. His international reputation has been recognized through appointments as a Fellow of the Russian Academy of Sciences of Aviation and Aeronautics, an Associate Fellow of the American Institute of Aeronautics and Astronautics (AIAA), and as a Deputy Director of the AIAA Region VI (West) for Education. His service as a member of the Editorial Board of the AIAA Progress in Astronautics and Aeronautics book series has been exemplary.

3. PROMOTION TO ASSOCIATE PROFESSOR AND AWARD OF TENURE

Alderson, David, OR

This promotion and award of tenure are in recognition of his pioneering contributions to the analysis of new network science, design of mobile communications systems, and mathematical definitions of vulnerability and resilience which have brought recognition to himself and to NPS. He has been successful at raising sponsored research funds. His teaching has been outstanding, and he has graduated an impressive set of thesis students including some award winners. His creation and leadership of the Center for Infrastructure Defense has been important for NPS, and his professional service has been exemplary.

Amara, Jomana, DRMI

This promotion and award of tenure are in recognition of her valuable contributions in defense economics which have brought recognition to herself and to NPS. She has been successful at raising sponsored research funds, and instrumental in developing the new DRMI Human Capital Resources Management Course. Her leadership and professional service to conferences has been exemplary, and her Fulbright Scholarship a testimony to her dedication to her research in key areas of interest to DRMI, NPS and DoD.

Apte, Aruna, GSBPP

This promotion and award of tenure are in recognition of her ground-breaking research in humanitarian logistics and disaster relief which have brought significant recognition to herself and to NPS. Her teaching has been truly outstanding, and she has supervised an impressive number of MBA student projects. Finally, her leadership in helping build a research community in humanitarian operations has been important to both her professional community and DoD.

Freeman, Michael, DA

This promotion and award of tenure are in recognition of his incisive research into the complexities of terrorist operations and financing which have brought recognition to himself and to NPS. He has also shown outstanding leadership in service to the Combating Terrorism Fellowship Program, particularly with regard to network building among this program's alumni, who are located all around the world. His teaching and thesis advising have been outstanding, and his service to NPS on the Academic and Faculty Councils, and to his department as associate chair for instruction, have been beyond exemplary.

4. PROMOTION TO PROFESSOR AND AWARD OF TENURE

Moltz, James "Clay", NS

This promotion and award of tenure are in recognition of his pioneering contributions to the fields of space politics and nuclear proliferation which have brought recognition to himself and to NPS. His joint appointment in the Space Systems Academic Group has helped to foster interdisciplinary research and teaching, as testified to by his receipt of the Richard W. Hamming Faculty Award for Interdisciplinary Achievement. His consistent excellence in the classroom and as a thesis advisor has been recognized by colleagues and students alike.

5. PROMOTION TO PROFESSOR

Carlyle, Matthew, OR

This promotion is in recognition of his work in optimization, interdiction and critical-infrastructure defense which has brought recognition to himself and to NPS. His sponsored research program is impressive. His teaching has been truly outstanding in quality and importance for the Department of Defense. For instance, making sophisticated optimization tools accessible through Excel and VBA is changing how the Navy does its analysis. He is to be commended on his work on scheduling intra-theater airlift in Iraq and Afghanistan, which has saved lives.

Frenzen, Christopher, MA

This promotion is in recognition of his pioneering contributions to chaos and baroclinic instability in the atmosphere, to the asymptotic expansion of integrals, and to the applications of asymptotic analysis to mathematical biology and applied mathematics which have brought recognition to himself and to NPS. He has been a leader in teaching mathematics in the Distance Learning format at NPS and the quality and variety of his classroom teaching has been outstanding. His contributions as a thesis supervisor and his diligence in departmental service are appreciated by his students and colleagues.

6. PROMOTION TO SENIOR LECTURER

Kennedy, Meghan Quinn, OR

This promotion is in recognition of the exceptional quality of her teaching and her dedication to student theses which are to be commended. Her outstanding teaching record combined with her research contributions in the areas of pilot perception, performance, and flight safety bring recognition to herself and to NPS. Her outreach and collaboration with Stanford University contributes to educational and research excellence and her communication to professional organizations via publications and presentations has been exemplary.
